Richard Kenner was an English Immigrant and Burgess of Northumberland County.

Richard Kenner immigrated to the Northern Neck by way of Kent Island, MD as a young man with his father. Richard married Elizabeth Rodham in 1665 and had seven children. Richard and Elizabeth formed a plantation known as 'Kennersly' at the mouth of the Coan River on the Potomac. In 1679 an order from Jamestown prompted Northumberland to begin preparing men an supplies for a fort in the county. The County order named Richard's home as a storage site for the supplies. The county tax list from that year listed him as living in Bowtracy Parish and being responsible for 9 tithables. In February 1683 the Northumberland County Court granted Richard 1,350 acres of land for the transportation of 27 people to the colony, five of the names on the list were designated as "negro." In June of 1683 "Jack, a native Negro of Mr Rich Kenner" was judged in court to be 11 years of age. By the time of his death, Richard's lands totaled over 2,000 acres. Richard represented Northumberland county in the Colonial government at Jamestown as a Burgess from 1681 to 1687. Richard died in 1692. His will was recorded at the Northumberland county courthouse.
